The Rockland County Department of Health (RCDOH) regulates several solid waste programs to protect the public health and environment of Rockland County. RCDOH enforces laws and sanitary codes in regards to the generation, separation, collection, transportation and disposal of waste in Rockland County.


Waste Hauler Permitting

Rockland County Sanitary Code, Article III requires that all vehicles removing, collecting, transporting or disposing of offensive or non-offensive materials in Rockland County have a hauler permit issued by the RCDOH.

Download the Hauler Permit Application for garbage, recyclables (mixed paper, cardboard, commingled containers), construction & demolition debris, yard waste, scrap metal, and offensive material (sewage, petroleum waste, chemical waste, medical waste, rendering waste, grease and waste oil).

Flow Control

The Rockland County Flow Control Law was adopted in 2008, to increase recycling, provide safe and environmentally sound handling and disposal of the solid waste generated in Rockland. Flow Control requires garbage, recyclables, construction & demolition debris, and yard waste generated in Rockland be delivered to facilities designated by the Rockland County Solid Waste Management Authority.

Household Hazardous Waste Program

The Household Hazardous Waste (HHW) Facility is a collection facility that accepts household hazardous waste from Rockland County residents and small businesses that qualify for CESQG status. Rockland residents can drop off household hazardous waste and electronics free of charge, during operating hours.

Scheduled 2024 Drop-Off Dates:

  • Monday - Friday: 8:00 am - 1:00 pm, except holidays
  • Saturdays: March 2, May 11, July 13, September 14, November 9
  • Sundays: April 7, June 9, August 11, October 20, December 8

CESQGs

Small businesses, institutions, and non-profits in Rockland County that qualify for CESQG (Conditionally Exempt Small Quantity Generator) status may also deliver household hazardous waste to the HHW Facility for a fee. This fee is waived for Rockland municipalities and schools. Material from CESQGs will not be accepted without an appointment. To schedule an appointment, please call 845-364-8962.

Electronics

Electronic waste can be brought to the HHW Facility or participating retailers for recycling.

Pharmaceuticals

Controlled substances, non-controlled substances and over the counter medications can be brought to the Rockland County Sheriff's Department, located at 55 New Hempstead Rd, New City, 24 hours a day. For more information call 845-638-5401.

SHARPS

  • SHARPS are needles, syringes and lancets used by residents for self medication
  • SHARPS are not accepted at the HHW facility
  • Disposal locations and hours are listed in the SHARPS Brochure. Call the disposal location before bringing your SHARPS to confirm they are open. 

Recycling

Recycling is required for Rockland residents and businesses. For a recycling guide, collection schedules in your neighborhood, or help setting up a recycling program at your business, facility or school, please visit Rockland Green.

Use our confidential complaint form to report a facility not recycling properly or if a hauler is mixing recyclables with garbage.
