The Rockland County Department of Mental Health (RCDMH), in its role as the Local Governmental Unit (LGU), plans, develops and oversees the behavioral health system of care (SOC) for people with mental health concerns, intellectual and developmental disabilities, and substance use disorders.

The goal is the development of high quality, comprehensive, integrated, person-centered and recovery-oriented services for Rockland residents.

RCDMH seeks to ensure that all population groups are adequately covered, that sufficient services are available, and that there is coordination, cooperation, and continuity of care among local, county and state providers of services.

Youth Behavioral Health Information and Referral Line

Do you need help finding behavioral health services for your child and family? The Saint Dominic's Family Services, Youth Behavioral Health Information and Referral Line is free and confidential. Family Peer Advocates use their experience and understanding of the mental health system to connect you to the information and support you need.

Children's Single Point of Access (C-SPOA)

Children's Single-Point-of-Access was created to decrease out of home placement and psychiatric hospitalization for children and youth who are struggling emotionally and/or have a mental health diagnosis. There are many in-home and community based support services available for children and their families such as:

  • Care management
  • In-home counseling
  • Skill building
  • Respite
  • Youth and family peers

Adult Single Point of Access (A-SPOA)

The Adult Single Point of Access (A-SPOA) is a process to identify adults with a mental illness who are most in need of services and to provide access to the following:

  • Care Management
  • Assertive Community Treatment (ACT)
  • Licensed OMH Housing
  • Supportive Housing

The A-SPOA Coordinator works with referral sources, families, and hospitals to ensure a smooth transition to appropriate care.

Assisted Outpatient Treatment Services (Kendra's Law)

Kendra's Law was enacted to provide Assisted Outpatient Treatment (AOT) services for certain mentally ill individuals who, in view of their treatment history and circumstances, are unlikely to survive safely in the community without adequate supervision. The law established a process for obtaining a court order to direct these individuals to comply with a court ordered treatment plan.

Adult Sex Offender (ASO) Program

The Adult Sex Offender (ASO) Program delivers sex offender-specific behavioral health services to individuals who are on probation/parole related to a sex offense, as well as their families when indicated. Clinic-based services are provided utilizing evidence-based practices specific to sex offending behavior, and a trauma-informed and person-centered approach. The program coordinates with other agencies serving the clients, including probation.

Employee Assistance Program (EAP) for Rockland County Employees

Confidential assessment and referral program designed to offer professional help to employees who need assistance with personal problems or concerns. Although not mandated, the program is available to all Rockland County employees and their families as per the agreement with the various unions. The purpose is to provide early identification and prevention as well as referral to appropriate professional counseling.

NY SAFE Act

The New York State SAFE Act stops criminals and the dangerously mentally ill from buying a gun by requiring universal background checks on gun purchases, increases penalties for people who use illegal guns, mandates life in prison without parole for anyone who murders a first responder, and imposes the toughest assault weapons ban in the country. The Office of NICS Appeals and SAFE Act provides the guidance to mental health professionals on reporting requirements.
